Our oceans are filled with plastic, including single-use plastic: items and packaging designed to be used once, then discarded: plastic utensils, water bottles and straws. Putting the onus on consumers to avoid single-use plastic does nothing to keep manufacturing at bay. So Oceana in Peru partnered with local allies to push Congress to take on plastic pollution at its source.
